The Dare County Tax Department has announced that the countywide 2025 Dare County property revaluation will become effective on January 1, 2025.

They have waited the max of 8 years between redoing these tax valuations, 5 years seem pretty quick.

The Dare County Tax Department has announced that the countywide 2025 Dare County property revaluation will become effective on January 1, 2025.

They see the budget crunch awaiting them. I watched the last Budget proposal from Bobby Outen and in May they said on Property taxes:

"No property tax increase
The recommended budget includes no property tax increase, with the rate to remain at 40.05 cents per $100 of assessed value. (Example: The annual property tax for a property valued at $400,000 would be $1,602)."



Water bills in unincorporated areas would go up 5%:

"Proposed 5% increase for water customers in unincorporated Dare
Based on Dare County’s Fiscal Year 2025 operations and maintenance (O&M) and capital budgets, the rate study recommends the county implement a 5% rate increase for Fiscal Year 2025 for both volumetric charges—usage/consumption charges that are over the 3,000 gallons allotted with the base rate—and base charges, which are fixed fees that cover the costs associated with providing water service, such as maintaining infrastructure and administrative costs, regardless of the amount of water consumption.


The 5% increase is included for all water customers in the unincorporated areas of Dare County and is due to several factors, including infrastructure improvements and technological upgrades, as well as rising operational expenses, increasing utilities, production costs and system maintenance. These improvements are necessary to meet regulatory standards and are essential for maintaining the high quality and reliability of water services in Dare County.

The average quarterly residential water bill for a one- to three-person household in the unincorporated areas of Dare County ranges from $42.59 to $70, which would therefore increase the quarterly bill by $2.13 and $3.50, respectively.

The average quarterly residential water bill for a three- to five-person household in the unincorporated areas of Dare County ranges from $70 to $120, which would increase by $3.50 and $6, respectively."


I see since then the goal posts have moved with the reevaluation.

This came out of the blue, I never heard any talk of doing a new revaluation now or anytime soon. NC law says it can be redone after 4 years and it must be done after 8 years. Dare has used the 8 year max the last two times. The values are going to go up pretty high over what they were in 2020. The county will have to lower the rates and they will probably stay at a neutral tax so it is the same as what you pay now. I am curious why they didn't wait 2-3 more years before doing it again.

I think they see the things like the current 22 million in beach nourishment that will come up again and the 13 million in inlet maintenance program and the new 4.7 and 7.3 million dollar general school capital investments that will come in 2025 and are unfunded that they will want to plan for.
They did not talk about it but if you look at the budget they proposed in May you can see the new items that will come due in 2025. ( attached is the word doc from the county)
