Roasting me for what? Does not everyone on this forum have an expectation of having private property rights? I would say they do, otherwise there would be no such thing as "vacation rentals" since anyone could just go and stay/live in any OBX home they wish for however long they wish.
That one (the photo you posted) is located on private property, not federal land. The beach access walkway referenced in the OP is located on federal land. BIG difference.
Finally, an expert on walkways chimes in...Just noting that as that beach access walkway is located on federal land, ADA requirements must be met, including minimum width of the access. That should come as no surprise to anyone.
This one looks to be wider than 36" so it should be good to go for wheelchair bound surfers, right?
You seem to be having a problem understanding the difference between public land and privately owned land. Why?
