Now the emergency office is saying only Permanent Residents. That's not what was read to me earlier. I guess everything is subject to change.

Only permanent residents, not second home owners or visitors/vacationers are allowed in as of tomorrow, per email from OBX board of Realtors.
Also mentioned in that email was the statement from Dare County to the realtors to advise guests that "if you are renting a home on Hatteras Island or renting a home or hotel room in South Nags Head this week, your vacation is officially cancelled."
