Sounds like you are talking about the Nags Head Casino. But I don’t remember the skating rink being downstairs. There was a skating rink at the Nags Head Recreation Center about a mile south of there.

Does sound like the Casino in Nags Head. Dance floor was on the second floor but I think there was a bowling alley and pinball machines on the first floor. Never went to that part as I always headed upstairs to hear the music and dance. There was a rec center I believe near the Avalon Fishing Pier that had a skating rink.

The rec center next to Avalon Pier was called "Footsball Palace", and the building next to it was where the skating rink was, which later became "Atlantis Beach Club", one of the best bars to see bands at in the 80's-90's.

All of it got bulldozed to make room for a string of McMansions about 1995 or so.

Guys, the Foosball palace and Atlantis nightclub (formerly "OZ") was next to the Nags Head Pier.

We stand corrected! MP 11.5 for all 3, sort of. That's what I get for trusting a 30 year-old memory.

Me too! Here's a pic of just Atlantis. Bunch of sweaty, drunken good times were had there!

Atlantis and Foosball Palace came long after it was the Recreation Center. It was built in 1946 by Gaston Mann of Manns Harbor.

His son, Bryan Mann, managed it until 1973. Bryan later became the manager of the bombing range on mainland Dare County.

I knew them both well when I was a kid. In the early sixties the elder Mr. Mann built a nice brick home in our KDH neighborhood, where he raised horses, peacocks, ducks and more. A really nice old Manns Harbor man.
